The institution initially began as a Pedagogical Institute before transforming into a university in 1990. Founded by Order of the Ministry of Education, the Pedagogical Institute initially comprised only four faculties. In 1990, the institute transitioned into a university, and a year later, with approval from the Ministry of Education and Science, it adopted the present name.

Ovidius University of Constanta is situated across two primary campuses. The central campus, serving as the university's headquarters, houses the faculties of sciences and engineering. On the other hand, the second campus accommodates the faculties of humanities and theology, social sciences, life, and medical sciences. The primary university campus is situated along Mamaia Boulevard.

Within the Faculty of Medicine at Ovidius University of Constanta, students can pursue a comprehensive six-year Medicine Program. This program leads to a degree in General Medicine (M.D equivalent to an MBBS degree). Moreover, the university holds institutional accreditation from the Ministry of National Education.

The university boasts a diverse student body, with thousands of international students, 28% of whom hail from EU countries. Students from various corners of the globe, including the United States, Canada, and China, are drawn to its programs. Particularly, a significant number of students come from countries such as Turkey, Greece, Israel, and the Republic of Moldova.
